WASHINGTON, D.C. – Congresswoman Debbie Dingell (D-MI) and Congressman Fred Upton (R-MI) today introduced the Ukrainian Sovereignty Act, which will allow Ukrainians, both U.S. citizens and non-U.S. citizens, impacted by the unprovoked Russian invasion of Ukraine access to the U.S. judicial system to seek and collect monetary damages from Russiaor any individuals sanctioned by the U.S. Government. 

“Russian President Vladimir Putin launched an unprovoked, unjustified war that has killed civilians and children, driven a humanitarian crisis reaching beyond Ukraine’s border, and had a significant economic impact on countries across the world,” said Dingell. “President Putin and his enablers must be held accountable for their war crimes that have resulted in death and damage. The Ukrainian Sovereignty Act will give Ukrainians the power to use the U.S. judicial system to hold these criminals accountable for their actions.”

“We’ve all watched in horror the past few weeks as Russia ruthlessly invades Ukraine. These brave Ukrainians have had to flee their homes, their neighborhoods, and for many, the only way of life they have ever known. Although we will never be able to hold Putin and his cronies accountable for the full extent of their crimes, the Ukrainian Sovereignty Act will offer Ukrainian-Americans and Ukrainian citizens here in the U.S. a chance to reclaim the property they were forced to leave behind due to the unprovoked Russian invasion. As the world leader in peace and democracy, we must take this opportunity offer our allies a chance for compensation and hold these criminals accountable through every avenue possible,” said Upton.
