Dingell Introduces Legislation to Protect Access to Student Aid and Address Critical Workforce Shortages
Washington,
December 16, 2025
Congresswoman Debbie Dingell (MI-06) today introduced the Clarity in Professional Degree Act, legislation aimed at restoring and protecting access for federal student aid after the Department of Education narrowed the definition of “professional degree,” threatening access to loans for students in critical health and education fields. “At a time when states are facing severe shortages of healthcare workers, special educators and specialized personnel, we should be expanding access to higher education—not creating new barriers,” said Dingell. “The department’s action sends a false message that these careers aren’t professional, which discourages students from pursuing these paths when they are needed now more than ever. This legislation ensures that students pursuing essential graduate degrees can access the financial support they need in that our workforce remains strong, educated, and prepared to meet the nation’s needs.” Last week, Dingell led a bipartisan letter alongside Bipartisan Disability Caucus Co-Chair Rep. Brian Fitzpatrick (R-PA) to Secretary Linda McMahon expressing serious concern over the Department’s action and warned that reclassifying these programs would further strain the pipeline of professionals who educate and support students with disabilities. Dingell also joined a separate letter with Rep. Tim Kennedy (D-NY) and 69 other members opposing the changes, warning they would undermine the healthcare and special education workforce. |
