Amendment requires certifications be made to Congress when the President deploys active duty military within the United States during civil unrest by amending the Insurrection Act in Title 10, Chapter 13 of U.S. Code.

Amendment increases funding for comprehensive lead service line replacement program by $4.44 billion and requires the administrator to give priority to eligible entities serving disadvantaged communities.
Amendment sought to eliminate the requirement that all laborers and mechanics working on federal-aid highway and public transportation projects shall be paid wages at rates not less than the locally prevailing wage rate.
