The Plan to Crush COVID

The Biden-Harris Administration has acted to combat COVID-19 and help struggling American families. The Administration and Congress will make judgements based on science and ensure public health decisions are informed by experts. The Administration is enacting a 7-point plan to crush COVID and build our economy back better.

1.     Ensure all Americans have access to regular, reliable, and free COVID-19 testing. To do this, the administration will:

·       Double the number of drive-through testing sites

·       Invest in next-generation testing, including at-home tests and instant tests, to scale up testing capacity

·       Establish a COVID Testing Board to focus on producing and distributing tens of millions of COVID tests

·       Establish a U.S. Public Health Job Corps to mobilize at least 100,000 Americans across the country with support from local organizations to perform contact tracing and protect at-risk populations

2.     Fix personal protective equipment (PPE) problems for good

·       Finally make us of the Defense Production Act to drastically speed up production of masks, face shields, and other PPE so our national
      stockpiles are fully replenished and exceed demand

·       Build towards a future, flexible American-sourced and manufactured capability to ensure U.S. independence in a time of crisis

3.     Provide clear, consistent, evidence-based guidance for how communities should navigate the pandemic and distribute resources for schools, small businesses, and families

·       President Biden is directing the CDC to provide evidence-based guidance for how to mitigate spread in communities, including
      recommendations on when to open or close certain businesses, bars, restaurants, and other public spaces; when to open or close schools, and
      how to do so safely; and when a stay-at-home restriction may need to be issued

·       Establish a renewable fund for state and local governments to help prevent budget shortfalls, which may cause states to face steep cuts to
      teachers and first responders

·       Call on Congress to pass an emergency aid package to ensure schools have the resources they need

·       Provide resources to help small businesses cover the costs of operating safely, including supplies like plexiglass and PPE

4.     Enact a plan for the effective, equitable distribution of treatments and COVID vaccines

·       Invest $25 billion in a vaccine manufacturing and distribution plan to guarantee every American has access for free

·       Removing politics in determining the safety and efficacy of potential vaccines

·       Ensure everyone has access to new drugs and therapies to treat COVID, not just the well-connected

5.     Protect older Americans and others at high risk

·       Establish a COVID-19 Racial and Ethnic Disparities Task Force to provide recommendations and oversight on disparities

·       Create the Nationwide Pandemic Dashboard to allow Americans to track the spread of COVID in their community

6.     Rebuild and expand defenses to predict, prevent, and mitigate pandemic threats, including those coming from China

·       Restore the White House National Security Council Directorate for Global Health Security and Biodefense

·       Rejoin the World Health Organization – though not perfect, we must have coordinated international response to keep Americans safe

·       Relaunch USAID’s pathogen tracking program

·       Expand the number of CDC’s deployed disease detectives

7.     Implement mask mandates nationwide by working with governors and mayors and by asking the American people to step up in this time of crisis
