Dingell’s Critical Supply Chain Bills Included in America COMPETES Act

Including Strengthening Supply Chain Resiliency, Semiconductor Funding, Medical Supplies, Solar Manufacturing, and Wireless Leadership

WASHINGTON, DC - Today, Congresswoman Debbie Dingell (MI-12) applauded the release of the America COMPETES Act, which includes several of her bills to strengthen America’s supply chain. The America COMPETES Act would boost American manufacturing, bring our supply chain home, strengthen our national security, and keep America at the forefront of innovation and technology – including important investments to mitigate the ongoing semiconductor chip shortage.

“This pandemic has demonstrated the need for the United States to bring our supply chain home – pure and simple. This will return jobs, create new ones, boost manufacturing and address the semiconductor chip shortage, and protect national security,” said Rep. Dingell. “The America COMPETES Act, which includes many of my bipartisan bills to address our supply chain issues and create jobs, is a significant step in improving our country’s supply chain management practices. Through this legislation, we can strengthen the semiconductor chip and advanced batteries supply chains, investing in the sustainable production of raw materials, supporting the domestic production of critical medicines and personal protective equipment, and ensuring our nation’s cybersecurity, we can take immediate action to support workers and boost American innovation. Now, House leadership needs to move this bill quickly. My constituents are laid off because of idled plants, people cannot buy cars, and prices in the used car market – and prices for everyday critical goods – are skyrocketing from inflation. All of these issues require quick action by the Congress, and I hope this signals we will actually move legislation. I won’t let up until we do.”

The bill includes $52 billion for CHIPS Act funding, including $2 billion for mature legacy nodes as per Dingell’s Mature Technology Node Resiliency and Manufacturing Act of 2021, to address the ongoing semiconductor chip shortage. This provision was included in the Senate-passed United States Innovation and Competition Act last year. The America COMPETES Act also encompasses Dingell’s Supply Chain Security and Resiliency Act with Reps. Wild (D-PA) and Kinzinger (R-IL), which would create an office – the Supply Chain Resilience and Crisis Response Office – in the Department of Commerce committed to promoting U.S. leadership and strengthening domestic supply chains essential to our national security.

The America COMPETES Act also contains Dingell’s Medical Supplies for Pandemics ActPromoting U.S. Wireless Leadership Act, and Reclaiming the Solar Supply Chain Act.
