Dingell Statement on FY2022 Omnibus Funding Bill

Includes assistance to Ukraine, Violence Against Women Act Reauthorization, New ARPA-H, as well as increased GLRI, Manufacturing, and Climate and Conservation Funding

WASHINGTON, D.C. – Congresswoman Debbie Dingell (MI-12) today released the following statement on House passage of the Fiscal Year 2022 Omnibus funding package consisting of 12 appropriations bills to fully fund the government, as well as supplemental funding to provide humanitarian and defense-related assistance to Ukraine and Violence Against Women Act reauthorization:

“After tough negotiations, I’m thankful Congressional leadership has come together on a comprehensive, bipartisan appropriations package that will boost jobs in Michigan and across the country, ensure our children are taken care of, support the transition to a clean energy economy, address gender-based violence, and provide much-needed assistance to Ukraine,” said Dingell. “I’m also thankful that many of my community funding projects were included in the omnibus package, including direct investments in projects to protect the environment, strengthen public safety, increase access to affordable housing and health care, and support early education and workforce development.”

The twelve-bill package consists of a number of Dingell’s policies and priorities, including:

·    $4 billion for Rural Development and Infrastructure, including $550 million for rural broadband expansion

·    $173.3 billion for Food and Nutrition Programs

·    $3.2 billion to support the transition to a clean energy economy

·    $277 million to improve the U.S. power grid

·    $825 million to reduce carbon emissions

·    $1 billion for the Small Business Administration to support programs to help small businesses

·    $92 million for Brownfields cleanups

·    $1.233 billion for EPA Superfund

·    $234 million for MARAD Port Infrastructure Development Program

·    $38 million for Great Lakes Saint Lawrence Seaway Development Corporation

·    $348 million for the Great Lakes Restoration Initiative (GLRI)

·    $14 million for USGS Great Lakes Science Center

·    $519 million for National Wildlife Refuge System

·    $900 million for Land and Water Conservation Fund, including $418 million for federal programs, $330 million for state grants programs, and $152 million for other non-federal grant programs

·    $2 billion for mental health services

·    $3.9 billion for substance abuse treatment and $218.2 million for substance abuse prevention

·    $45 billion for the National Institutes of Health (NIH)

·    $1 billion for ARPA-H

·    $9 million for Injury Control Resource Centers

·    $295 million for Hospital Preparedness Program

·    $5 million for Fisher House

·    $212.349 million for Humvee ABS/ESC Retrofit

·    $575 million for Violence Against Women Act (VAWA) prevention and prosecution programs; $17.49 billion for early childhood education programs

·    $399 million for Home- and Community-Based Services

·    $845 million for the Strategic National Stockpile

·    $97.5 billion for Veterans Medical Care, including $13.2 billion for Mental Health Care, $2.2 billion for homeless assistance programs, $55 million HUDVASH and Native American Veterans Programs, and $621 million for opioid abuse prevention

·    $13.6 billion in aid to Ukraine

·    $219 million for Economic Support Fund Programs in the West Bank and Gaza serving the Palestinian people

This legislation now awaits further consideration in the U.S. Senate.
