Programmatic and Language Requests
Every Fiscal Year (FY), Congress appropriates funding for most of the functions of the federal government. There are 12 separate appropriations bills, each written by a subcommittee with jurisdiction over specific agencies. During the appropriations process, lawmakers have the opportunity to submit requests to the respective subcommittees expressing support for authorized programs, bill/report language, and specific funding levels.
- Please submit a SEPARATE form for each request.
- Requests using this form must be for general program funding support or language ONLY.
- This form is NOT for district-specific Community Project Funding Requests (“Earmarks”).

Community Project Funding Request
The House Committee on Appropriations is now accepting requests for Community Project Funding for FY2026. This is an important opportunity to bring forward projects you have been working on that have strong community support and deserve federal funding.
Each project submission will require letters of support from other municipalities, local leaders, non-profits, and others that speak to the merits of the project and the anticipated impact it would have on the community. Members of Congress can submit up to 15 projects, and it is a competitive process. There is never a guarantee that a submitted project will receive funding, and ultimately, the House Committee on Appropriations will determine which projects are funded.
Our office will make our decision based on the depth of community support, quality of submission, impact on constituents, and project readiness. The projects selected for submission will be public and transparent. If you are submitting more than one project, please let us know the priority ranking of your submissions.
You can find the PDF forms to make a request for a project by specific subcommittee account in this google folder. Please copy and paste the information into a new document and once completed, submit the information to our office.
To apply, please submit the project information requested in the PDF documents and all letters of support to Zach Hayward at zach.hayward@mail.house.gov and Meg Makarewicz at meg.makarewicz@mail.house.gov with the subject line “FY26 Community Project Funding Request – [Title of Project]”
The deadline to submit projects for consideration is Friday, April 25 at 5pm.
