Dingell, Blunt Rochester, Kelly, & Wild Introduce Comprehensive Package to Bolster U.S. Manufacturing of Critical Goods, Strengthen American Supply Chains

Today, Representatives Debbie Dingell (D-Mich.), Lisa Blunt Rochester (D-Del.), Robin Kelly (D-Ill.), and Susan Wild (D-Pa.) introduced a comprehensive set of bills aimed at strengthening supply chains and spurring domestic manufacturing of critical goods, which will grow the U.S. economy and enhance America's national security.
 
The four lawmakers championed numerous supply chain provisions during the 117th Congress, including provisions eventually signed into law through the CHIPS & Science Act and the Inflation Reduction Act. This package underscores their continued commitment to passing legislation to strengthen America’s economic standing while bringing good-paying manufacturing jobs home. 
 
“Over the last few years, we’ve seen the devastating consequences of the weaknesses in our supply chains, especially for the people of Michigan, many of whom are auto workers and manufacturers,” said Rep. Dingell. “This comprehensive set of legislation will bring our supply chains home and prevent future vulnerabilities, reducing our dependence on our foreign competitors, investing in American jobs, and strengthening our national and economic security.”

The package of bills includes: 
 
The Manufacturing Economy and National Security Act
The “Manufacturing Economy and National Security Act,” introduced by  Dingell and co-led by Kelly, Blunt Rochester, and Wild, creates a program within the Department of Commerce to provide $35 billion of loans and loan guarantees for FY 2024 through 2028, to support the resilience of supply chains, including for activities that support flexible manufacturing and the relocation of manufacturing facilities from countries of concern into the United States and allied nations or key international partners of the United States. Elements of this bill are included in the Supply CHAINS Act.
 
The Supply CHAINS Act 
The “Supply Chain Health and Integrity for the Nation’s Success (Supply CHAINS) Act”, introduced by Blunt Rochester and co-led by Dingell, Kelly and Wild, addresses critical supply chain shortages plaguing U.S. economic and national security. This bill creates a dedicated supply chain office led by an Assistant Secretary in the Department of Commerce, requires the Assistant Secretary to map and monitor supply chains to identify vulnerabilities, directs the office to establish standards and best practices for U.S. companies to address supply chain vulnerabilities, and commissions an independent study to determine whether a grant and loan making authority is warranted.  This legislation also includes elements of the four other bills introduced as part of this package. 
 
The Building Resilient Supply Chains Act
The “Building Resilient Supply Chains Act,” introduced by Blunt Rochester and co-led by Dingell, Kelly, and Wild, creates a financial assistance program within the Department of Commerce to improve the resilience of supply chains. The legislation authorizes $41 billion of funding for fiscal year (FY) 2024 through 2028 to support grants, loans, and loan guarantees that support the development, diversification, preservation, improvement, restoration, and expansion of supply chains and the domestic manufacturing of critical goods, industrial equipment, and manufacturing technology.  Elements of this bill are included in the Supply CHAINS Act.
 
The Supply Chain Mapping and Monitoring Act
The “Supply Chain Mapping and Monitoring Act,” introduced by Kelly and co-led by Dingell, Blunt Rochester, and Wild, creates an office in the Department of Commerce to map and monitor supply chains, identify supply chain gaps and vulnerabilities, and identify opportunities to reduce supply chain risk. The bill authorizes $500 million of funding to the office for FY 2024 through 2028 to promote resilient supply chains and respond to the critical industry supply chain shocks. Elements of this bill are included in the Supply CHAINS Act
  
The Supply Chain Security and Resilience Act
The “Supply Chain Security and Resilience Act,” introduced by Wild and co-led by Dingell, Kelly, and Blunt Rochester, authorizes $500 million of funding for FY 2024 through 2028, to create a program at the Department of Commerce that facilitates and supports the development of standards, guidelines, best practices, management strategies, methodologies, procedures, and processes for domestic manufacturers and for entities manufacturing, purchasing, or using a critical good or service to measure resilience, evaluate the value of resilience, and address supply chain vulnerabilities. Elements of this bill are included in the Supply CHAINS Act.
 
In May, a coalition of over 130 stakeholders sent a letter in support of substantially similar supply chain resilience provisions included in the America COMPETES Act.
